Dr. Jerry Ratcliffe will outline leadership and implementation lessons learned from two experiments including the Philadelphia Foot Patrol Experiment (which won the inaugural IACP Excellence in Research Award) with insights on how to choose an appropriate area for foot patrol, using rookies vs. veterans, community perspectives, and how one of the implementations reduced violent crime by 23 percent. Chief Bill Brooks will explain how different styles of officer and foot patrol deployment can benefit everything from public safety around schools, to trust building, to crime reduction in big-box retail stores. He also describes the reality of foot patrol from an anonymous survey competed in collaboration with Dr. Ratcliffe and the pros and cons of foot patrol as perceived by his officers.
