Civil unrest presents a unique set of threats and hazards to public safety personnel and first responders are expected to provide emergency care in these challenging environments. The response to civil unrest is unlike any other response plan - Civil Disobedience Units (CDU) have a unique command structure, deployment tactics, and mission objectives. Due to the high-risk nature of this work, a comprehensive medical threat analysis and response plan is essential to mission success. In this presentation, first responders will be presented with a series of threats that public safety personnel regularly face during civil unrest. Mitigation strategies, training recommendations, treatment best practices, lessons learned, and prevention methods will be discussed.
