The Most Important International Law You've Never Heard Of: Consular Notification and Access

International laws put the onus of Consular Notification and Access (CNA) largely on law enforcement, both in the United States and abroad. Failing to adhere to CNA following the arrest or death of a foreign national can cause unforeseen reverberations beyond the arresting police agency. The CNA process, a legal obligation, does not need to be a burden. The Los Angeles County Sheriff’s Department, guided by the U.S. Department of State, has established a streamlined approach to proper contact with foreign nationals in specific situations. This presentation will equip attendees with State Department training to ensure CNA is carried out by agencies of any size. Presenters will demonstrate how law enforcement can avoid damaging international ramifications and liability caused by lack of notification.
