Howard B. Hall served as Chief of the Roanoke County Police Dept. from August 2012 - January 2023. During his tenure, the RCPD adopted evidence based practices, including implementation of the DDACTS model, improved responses to mental health crises, the agency’s first strategic plan, an enhanced pay plan, a wellness program, and school safety efforts. Chief Hall is a member of the IACP, serving on the Roadway Safety Committee. He is Past-President of the Virginia Association of Chiefs of Police and past chairperson of the Washington-Baltimore HIDTA. Chief Hall holds a masters degree from the University of Baltimore and a bachelor’s from the University of Maryland. He graduated from the FBI National Academy and is past president of the MD/DE Chapter - FBINA Associates. He has received numerous awards including the Public Service Award from NHTSA and the Distinguished Contribution to the Profession Award from the Baltimore County Police Foundation. He received the J. Stannard Baker Award for lifetime contributions to traffic safety from the IACP and is in the Evidence-Based Policing Hall of Fame at George Mason University’s Center for Evidence Based Crime Policy.
