Captain Sammy Shaffer has been with the Knoxville Police Department since 2001. He currently serves as the Commander of the Central District in the Field Operations Bureau. In addition to overseeing all the patrol, traffic, and special event operations in his district, he coordinates Homeland Security and emergency management matters for the entire agency.
Prior to being promoted to Captain, he was the department’s Training Director as a Lieutenant. As a Sergeant, he worked as a patrol supervisor and a special service supervisor overseeing the department’s police bicycle program and officers. As an officer, his assignments included patrol officer, bicycle officer, and safety education instructor. Over the course of his career, Sammy has served on several special teams at the department to include the Special Operations Squad, Bomb Squad, and UAS/Drone team.
Captain Shaffer has his Bachelor’s degree in Aviation Administration. He has attended the Southeastern Leadership Academy through the University of Tennessee Law Enforcement Innovation Center and the Policing Leadership Academy through the University of Chicago Crime Lab.
