Roxboro Police Chief David Hess began his law enforcement career in 2004 with the Town of Wake Forest (NC). He began his tenure with the City of Roxboro on June 1, 2015 with a vision for proactive community policing and organizational unity. Chief Hess is a Past President of the North Carolina Association of Chiefs of Police. He is a member of numerous police associations including PERF and the IACP, where he serves as chairperson of the Community Policing Committee.
He serves in a variety of leadership roles to include serving as a Commissioner on the North Carolina Criminal Justice Education & Training Standards Commission and is the President of the Roxboro Rotary Club.
Chief Hess is the recipient of the Rev. Lewis C. Ragland Race Unity Award. He is the recipient of the 2022 Criminal Justice Partnership award from the NC Innocence Inquiry Commission. In 2018, he received the IACP 40 under Forty leadership award. Chief Hess is a graduate of the 264th Session of the FBI National Academy. He possesses a Bachelor degree in Criminal Justice and a Master’s in Executive Leadership from Liberty University.
