Oliver Bowers, PhD, is the management analyst for the Tumwater Police Department in Washington State. He earned his doctorate in Criminal Justice & Criminology from Washington State University where he researched and lectured on topics including policing, technology, and crime control policies. For Tumwater PD, he works in three interrelated roles: crime analysis for patrol operations, intelligence analysis for investigations, and data-driven, research-based analysis for the command team. As an academic researcher who moved into the practitioner field, Dr. Bowers now provides the police department and partner agencies with new perspectives and approaches. Dr. Bowers is a strong advocate for partnerships between academia and law enforcement, having experienced first-hand the benefits to enhance public safety and public confidence in policing.
