Royal Gibraltar Police
Richard Ullger joined the Royal Gibraltar Police [RGP] in June 1988. He was operationally deployed to frontline response teams and then had a policing role in the Crime Division. Promoted to Sergeant in 1997, Mr Ullger returned to frontline policing, where he was then promoted to the rank of Inspector. He assumed different roles at this rank, but spent most of his time as a Detective Inspector in the Special Branch. Promoted in 2009 to Chief Inspector he did become the lead on Neighbourhood Policing. He then subsequently assumed the role of Detective Chief Inspector Crime. In 2013 he was promoted to Superintendent, and assumed the role in all three Divisions, gaining strategic experience. He was promoted to Assistant Commissioner in 2019 and was one of the RGP’s Strategic Firearms Commanders and was a CBRN Gold Commander. On the 9th July 2020 Mr Ullger was promoted to Commissioner of Police and has led the organisation through three inspections undertaken by HMICFRS.
Mr Ullger has obtained a Master of Science in Police Leadership and Management and in 2013 he also graduated with the FBI’s National Academy. In 2015 he attended the College of Policing Strategic Command Course.
