Brendan F. Kelly has served as Director of ISP since 2019 leading an agency of 3,000 employees & seven divisions including Criminal Investigations, Patrol, Forensics, & ISP Academy. Director Kelly oversees operations & criminal investigations of violent crime, drug, gun & human trafficking, public corruption, & child exploitation, as well as SWAT, air ops, the intelligence fusion center, interdiction & patrol, crime scene, 7 forensic labs; & 22 drug task forces; among other areas. Kelly serves on the board of Chicago HIDTA, the Drug Enforcement Officers Association, & the Illinois Homeland Security Advisory Council.
Director Kelly has sworn in more than 500 new troopers, initiated long needed changes to the enforcement of trafficking & firearms safety laws, slashed forensic backlogs, & reduced interstate violence. Working with federal, state & local law enforcement partners, Director Kelly led the statewide law enforcement response to COVID-19, 2020 civil unrest, & the DNC. Kelly is graduate of the University of Notre Dame, Saint Louis University School of Law, FBI NEI #44, & the ISP New Agent School, & has a certificate in Cybersecurity from Harvard University.
