Since 2020, an increasing number of jurisdictions have either created civilian oversight systems or enhanced existing civilian oversight systems. During this same time period, state legislatures have enacted a range of measures related to civilian oversight—some more hospitable to civilian oversight, some limiting the scope of civilian oversight. This presentation will highlight the key developments in the creation of civilian oversight across the United States and note how and where state legislation has had an impact.
