Chief (ret) Kathleen O’Toole is a partner at 21CP Solutions, a firm that advances reform and innovation in US policing. She is also founder and president of O’Toole Associates LLC, an international consulting firm.
Kathleen has held several executive roles and is widely recognized for her principled leadership and reform efforts. While attending law school, she accepted a position as patrol officer with the Boston Police and rose through the ranks. She served as Chief of the MA Metropolitan Police, Lieutenant Colonel in the Massachusetts State Police, Massachusetts Secretary of Public Safety, Boston Police Commissioner and Seattle Chief of Police. She also served in an oversight role as Chief Inspector of An Garda Síochána, the Irish national police service. She was a member of the Independent Commission on Policing during the Northern Ireland Peace Process and chaired the Commission on the Future of Policing in the Republic of Ireland.
Kathleen received a BA at Boston College, a JD from New England School of Law and is a practicing attorney. She also earned a PhD at the Business School of Trinity College Dublin.
