Chief of Information Technology Ruben Beltran joined the New York City Housing Police Department in January 9, 1986, and began his career on
patrol assigned to the Police Service Area #3 in Northern Brooklyn.He was promoted to Captain in March 2000; Deputy Chief in 2008; Assistant Chief in
2014, and Chief of Information Technology in 2023.
He has served in Police Service Area #3, the Housing Bureau’s Narcotics Enforcement Unit; Transit Bureau District 3; Executive Officer of the 71st Precinct . He was the Commanding Officer of the 115th Precinct; ; and the creator and first Commanding Officer of the NYPD Real Time Crime Center (RTCC), Commanding Officer at School Safety Division, Commanding Officer for Patrol Borough Queens South which oversees the operation of 8 precincts with over 2,400 uniform members.
Chief Beltran holds a Bachelor of Science degree in Computer Information Systems from John Jay College of Criminal Justice, is a 2004 graduate of
the Police Management Institute at Columbia University and a 2014 graduate of the Harvard Kennedy School of Business Program for Senior
Executives in State and Local Government.
