Project Barcode: Tackling Retail Theft Violence

In 2021, the Vancouver Police Department saw an increase of 260% in incidents of retail theft where weapons were used. Businesses were frustrated with the financial loss but were more concerned with the danger presented to their employees. During discussions between the Vancouver Police Department and these stakeholders, the true grasp of the changing retail theft landscape was recognized. In response, the department launched Project Barcode, aimed at combating retail theft and the associated violence. This presentation outlines the steps the Vancouver Police Department took to reduce violent shoplifting by 19%, including the relationships formed with stakeholders, and the resulting public pressure Project Barcode created for all levels of government.
