Thomas Leak served as a Judge Advocate (JAG) in the United States Navy from 1991 until 2011. His assignments included two aircraft carrier tours where he served as the Legal Advisor to two combatant commands; he served as a military judge; as the Legal Advisor to a NATO command, the Iceland Defense Force; and as an Assistant Professor at the United States Naval Academy. Following his military service, Mr. Leak was as an Associate Legal Advisor to the Principal Legal Advisor, United States Immigration and Customs Enforcement (ICE) and worked in the District Court Litigation Division where he served as Agency Counsel for cases and claims brought against ICE and its officer and agents and as the primary liaison between ICE and the Department of Justice on litigation matters. He is a Senior Instructor at the Federal Law Enforcement Training Center (FLETC) where he has been teaching legal classes since 2015 and is the FLETC subject matter expert on the Fourth Amendment. He is a graduate of Brigham Young University (B.A. and M.A.) and the University of Idaho (J.D.).
