Lyla is an Attorney Advisor and Instructor for the Department of Homeland Security at the Federal Law Enforcement Training Centers (FLETC). In that position, she trains thousands of federal law enforcement officers. She is a member of the FLETC Use of Force export team and travels nationally to train local and state law enforcement officers in use of force aspects. Prior to joining FLETC, she served as the Legal Program Manager for the Northern VA Criminal Justice Training Academy for over 10 years. Lyla is a former Senior Assistant Commonwealth’s Attorney in VA Beach. She prosecuted several thousands of cases for almost 9 years.
She has presented for many professional organizations. Lyla is a certified mediator in family law, federal workplace disputes, organizational development and conflict resolution. She is certified in critical incident stress management and is a legal subject matter expert for the VA Dept. of Criminal Justice Services. Lyla is licensed to practice law in VA and D.C. She is a member of the FOP, IACP (LOS Vice Chair), ILEETA , VA Mediation Network, D.C. and VA Bars. Lyla holds a Juris Doctorate, and two undergraduate degrees in Spanish and Marketing.
