Shardal Rose is the Director of Victim Services for the Baltimore City Police Department. Ms. Rose oversees victim services professionals and programs such as the Witness Relocation Unit. Ms. Rose has provided victim advocacy and support for the past 7 years. She began her career in law enforcement with the Charlotte -Mecklenburg Police Department. Ms. Rose joined the CMPD Victim Services Unit servicing families of homicides and traffic fatalities. Ms. Rose was essential in creating the first unit budget, policies and procedural manual, and was responsible for training new staff members. While at CMPD, she was a part of the CNA collaboration with the Office of Community Oriented Policing Services (COPS Office), and the Richmond, VA Police Department to develop a publication that provides law enforcement agencies with guidance on how to implement an effective Homicide Support Group. Ms. Rose is a State Certified Victim Service Practitioner in NC and MD. She also earned her National Advocate Credential in 2021. Ms. Rose holds a M.S in Victim Service Management from Sam Houston State University and a B.A in Sociology from Winthrop University.
