Philip Lukens retired as Chief of Police in Alliance, Nebraska in 2023, having served in the Denver metro area since 1997 before becoming chief in Alliance in 2020. He is now a police executive coach with Marshall Goldsmith/Police2Peace Leader Stakeholder Centered Coaching® and an assessor for CALEA.
Chief Lukens is a NIJ LEADS Scholar and serves as a guest speaker and Subject Matter Expert in AI, Technology, and Community Policing. He has moderated panels at the National Academy of Sciences and contributed to reports for White House Executive Orders 14110 & 14074. He is a Fellow with the Future Policing Institute and collaborated with the RAND Corporation on Central Bank Digital Currency (CBDC) due to White House Executive Order 14067.
He serves on the IACP Police’s Standards Ethics and Image Committee and the IACP AI Working Group. He contributes to Police 1, Policing Insight, and Police Chief Magazine. He graduated from Northwestern School of Police Staff and Command, IACP Leadership in Police Organizations, FBI LEEDA, PERF’s SMIP, and holds a bachelor’s degree in Criminal Justice from Colorado Tech University.
