Dave is a former Captain of the Chelsea Police Department (MA), with a law enforcement career spanning 37 years. In 2023, Dave officially joined the Roca Impact Institute team as Director of Rewire4 and Senior Advisor for Police Partnerships, and helped develop the Rewire4 for law Enforcement curriculum. As Captain, he was in charge of the patrol division, professional standards, and community services. He worked closely with the community to set priorities for the department and foster open dialogues with police.
In 2015 Batchelor led the incubation of the nationally recognized Chelsea Hub, a multi-disciplinary approach to community safety and well-being that addresses individuals and families facing high levels of risk and mobilizes appropriate teams to intervene and mitigate risk. Batchelor holds a master’s degree in Criminal Justice and is a graduate of the FBI National Academy and the PERF Senior Management Institute for Police (SMIP). He is also a certified instructor for the Massachusetts Police Training Counsel (MPTC) and PERF.
