Entering the Boston Police Department as a Cadet in 1979, Phillip’s career led him from Cadet up the civil service ranks to his current position as Police Captain. Phillip is a resourceful and versatile professional with proven expertise in designing, developing, and delivering exceptional training and exercises that ensure seamless operations across the organization.
Phillip is currently assigned to the Bureau of Field Services, Citywide Night Command. Previous assignments included Commander of the Training and Education Division, Commander of the Boston Police 911 Center, Commander of the Harbor Patrol Unit /Underwater Recovery Team, and Harbormaster for Boston.
Phillip has a Master's Degree in Criminal Justice from Boston University, a Bachelor’s Degree in Criminal Justice from Northeastern University, and a Certificate in Casino Management from the University of Las Vegas. Additionally, Phillip is an Adjunct Instructor for Regis College(Criminal Justice Program), Georgetown Law Center for Innovations in Community Safety Studies (National ABLE Program), ROCA (Rewire4), and Lifesaving Resources (Water/Ice Rescue).
