Jennifer Skinner, a senior research associate at the Institute for Intergovernmental Research (IIR), focuses on privacy, civil rights, and civil liberties (P/CRCL) protections in the context of law enforcement and homeland security information sharing and intelligence. She is a core member of the training and technical assistance (TTA) team for the U.S. Department of Justice’s Matthew Shepard and James Byrd, Jr. Hate Crimes Program, developing guidance and training to help criminal justice agencies with the reporting, investigation, and prosecution of bias-motivated crimes. She also supports the 28 CFR Part 23 TTA Program and helped develop online training covering the collection, maintenance, and sharing of criminal intelligence information. Ms. Skinner has substantial experience delivering training on suspicious activity reporting and has reviewed draft fusion center policies.
Ms. Skinner’s educational background includes a juris doctor degree from the University of Illinois Chicago and a bachelor of arts degree in international relations from the University of Colorado Boulder. Ms. Skinner is also a member of the Hawaii Bar.
