Capt. Shelly Meister began her career in 1999 as the first female on a small department in Pennsylvania. After graduation from the Virginia Beach Police Academy in 2002, she held positions in Uniform/Bike Patrol, Investigative and Narcotics Divisions. As a supervisor, her assignments have included Operations Division, Investigative Bureau, Training and Professional Development Bureau, currently serving as the Commander of the Special Investigations Bureau.
She is a DCJS General Instructor, Firearms Instructor, and instructor for the IACP Leadership in Police Organizations course and Women’s Leadership Institute. She is a graduate of the 146th SPI Administrative Officer Course and FBI LEEDA Command and Executive Leadership Institutes. Her memberships include NAAWLE, IACP, and she serves on the Board of Directors for the Hampton Roads YWCA. She created the department’s 1st LGBT Liaison position and spearheaded the department’s enrollment in the national 30x30 program. Capt. Meister has a B.A. in Criminology/minor in Psychology from Penn State University and a M.S. in Criminal Justice from Troy University.
